Biography
Rachel first came to SUNY Broome in August of 1989. At the time, she had already worked in
manufacturing as a project manager for around ten years. She took the position thinking she would go
back to industry in two or three years. Who knew she would still be here today!
Over the years, she developed or co-developed many of the courses the department continues to teach
today and others that have been discontinued. She has taught non-computer and computer majors how
to be ethical technologists, various programming languages, web development, computer maintenance,
software applications, systems analysis, problem solving, and soft skills needed to communicate
effectively in a business environment.
Over the years, she served as a student advisor and pioneered online advising via videoconference. This
was adapted from her videoconference online office hours which she started in 2011.
In addition to teaching at SUNY Broome, she was also an Adjunct Lecturer at Binghamton University
teaching in the Computer Science department, Systems Science and Industrial Engineering department,
and School of Management. She is one of three adjuncts who were awarded Honorary Membership in
the Golden Key International Honour Society through the Binghamton University Chapter.
She has also taught APICS certification courses in Systems Technology and Just-in-Time Manufacturing.
Rachel has served on and chaired numerous committees during her tenure at SUNY Broome including
chairing the Curriculum Committee. She still serves as their webmaster.
Education
Rachel has her B.S. and M.S. (Systems Science) from Binghamton University. She was awarded ABD
status on April 29, 2019, by passing written and oral qualifying exams covering genetic algorithms (GA),
Adaptive Neuro Fuzzy Inference Systems (ANFIS), linear programming, and engineering change
management. She implemented a hybrid GA/ANFIS system based on qualifier research using real values
instead of binary.
Her research focuses on current analysis methods for determining when to cut-in manufacturing
engineering changes. The dissertation concentrates on developing a tool to perform an optimization
analysis based on multiple decision variables related to non-critical engineering changes. The tool’s
foundation is a minimization genetic algorithm, an area of fuzzy set mathematics. The prototype has
shown promising outcomes.

Personal
Rachel’s ten grandchildren are very special to her! However, because of her schedule, she spends more
time together in the summer, such as her annual trip to the Ross Park Zoo. She loves to travel, and she’s
a big NASCAR and Buffalo Bills fan, often combining these activities! Once she retires, she plans to
spend more time with family and go to see races at all the NASCAR tracks.
