The Office of Student Rights and Responsibilities strives to deliver a student discipline process that is equitable, just, educational, effective and expeditious; and to provide a system that promotes student growth through individual responsibility and in which the success of its educational endeavors is characterized by increased civility.
The Office of Student Rights and Responsibilities supports the College’s educational mission by promoting a safe, orderly and positive College climate through enforcing behavioral standards, enacting and facilitating intervention efforts, managing disciplinary proceedings, mentoring students, developing leadership, delivering informational programming and fostering peer education. We hope to create a College culture that is self-disciplined, where civility is embraced, and the norms and foundational beliefs validate the essential values of SUNY Broome Community College, namely:

Case Manager
Any member of the College community may submit an incident report against any student for misconduct. Incident reports will be reviewed by the case manager, as assigned by the Office of Student Rights and Responsibilities.
When a case manager receives notice of a possible violation of a college policy or residence hall regulation, the case manager will determine if the report requires further attention which may lead to a disciplinary conference.
If the case manager determines that there may have been a violation of the Code of Conduct, the case manager will schedule to meet the referred student(s) for a disciplinary conference to discuss the incident.
Disciplinary Conference
After a report is filed, the Case Manager will meet with the respondent in a Disciplinary Conference. The Disciplinary Conference is an informal, non-adversarial meeting intended to allow the Case Manager to examine the complaint, listen to the respondent, discuss circumstances regarding the incident, and address the respondent’s questions. The respondent will also be informed of the conduct process (Title IX cases will be managed under the Title IX Grievance Policy).
Advisors
Any student may be accompanied by an advisor of their choice at any point in the process. Advisors are not permitted to actively participate in the conduct process. If the student and advisor wish to speak to each other, they may ask for a moment to confer.
Information for Students Who Leave SUNY Broome Before Their Case is Heard (One Year Rule):
Students who leave SUNY Broome with an outstanding conduct case against them will have a hold placed on their account requiring resolution of the case prior to their return to SUNY Broome Community College.
Effective Fall 2018, should the accused student not attempt to re-enroll within one year from the date of the incident, SUNY Broome Community College staff will move forward with adjudicating the case regardless of their student status.
Interim Actions
In situations where there is a need for immediate action to alleviate concerns for safety, to help ensure the well-being of members of the College community, or to prevent the disruption of normal campus operations, the College community, or management of a residential facility, case managers may assign appropriate interim actions.
Interim actions may include, but are not limited to, administrative directives, residence hall room reassignment, contract termination, mandated assessment, or restriction from parts of campus.
Email Correspondence
Students will be notified via the SUNY Broome e-mail system, in addition to their preferred e-mail if it has been submitted by the student, of all scheduled student conduct matters (incident reports being filed, hearings, decisions, appeals and etc.). It is the responsibility of each student to check their e-mail daily. If a student is unable to access their email or has a problem viewing any correspondence, it is their responsibility to seek the assistance of the SCA or Housing staff member.
